Dial-up Networking Error 676 If you are using Windows NT 4.0 and you have not installed service pack 6 then the correct error message could be 680 - no dial tone. See Microsoft help page:

This error is generated when windows believes that the line is busy. The suggested course of action is as follows:
1. Please confirm that you are dialling the correct number. The correct numbers are: Standard Dial-up: 0845-0591000 Business Surf: 0808 9933081 Evening Surf: 0808 9933082
2. Dial the number on a standard telephone. If you get an engaged tone please contact Customer Support.
3. If you have an alternative dial-up provider (ISP) then try to connect to them. If you can connect to alternative provider then continue to step
4. 4.Delete and create new dial-up connection. Please refer to Step-by-step guides for information on how to create a dial-up connection.
